The WHO has declared the Ebola outbreak in Congo and Uganda a public health emergency of international concern, citing a high risk of national and regional spread. While the global risk is low and it doesn’t meet pandemic criteria, the agency warns the outbreak may have begun months ago and expects case numbers to rise.
