He allegedly approved opening bank accounts and transferred vast sums, violating guidelines. This arrest follows that of former Panchkula municipal commissioner RK Singh, with both cases linked to a larger Rs 593 crore scam across eight state departments. The CBI is investigating the alleged siphoning of funds through shell entities.
